So, aside from being a bit a creepy jerk, having control over the element of space, plus a knack for using Darkness, Xigbar here has the ability to sense the level of Light and/or Darkness in a person's heart. He also has the ability to manipulate a character's Darkness, which means this permissions post will be twofold.

But first, an explanation:

Light/Darkness Sensing

In the Kingdom Hearts universe, all living things possess what is called a Heart. It is generally considered to be the seat of emotion, tied to a person's memories as well as their sense of self. As a rule, Light and Darkness (with a few notable exceptions) are represented within every Heart, in varying degrees.

If a person experiences a great deal of negative emotions (i.e. anger, hatred, fear, jealousy, etc), that qualifies as Darkness. If a person experiences a great deal of positive emotions (love, happiness, kindness, etc), then it will register as Light.

The lines blur a little bit since a sadist isn't necessarily angry or hateful -- generally speaking, though, if a person has a nasty disposition, but shows the world a more charming front, their Heart can still be considered 'dark'.

Since Xigbar has some experience in matters of the Heart, he has the ability to (more or less) discern whether a person has a proclivity towards Light or Darkness -- provided, of course, that you, the player, are okay with him sniffing out what kind of person your character is!

Now, on a bit of a nastier note...

Darkness Manipulation

Because Xigbar is a creeper who's spent the better part of a decade dwelling in a in-between realm and experimenting with Darkness, he also has the ability to manipulate the darkness in a person's Heart. In one instance, he actually managed to turn a dragon into a Heartless so given the right incentive, this has the potential to get ugly.

Please note, though! Since Xigbar is generally very laid back, it's unlikely he would actually do something so drastic. He might toy with someone on the sly, e.g. influence their state of mind via their Heart, but outright turning someone into a Heartless or a Nobody (which would involve Heart-extraction) is highly unlikely without any actually incentive.
